On May 6, 2024, the Board of Estimate and Taxation set the mill rates for the fiscal year beginning July 1, 2024. These rates generate taxes based on the Grand List (assessment date) of October 1, 2023. This grand list reflects new property values from the 2023 citywide revaluation. You can view those mill rates, a comparison with the prior year, and a brief budget synopsis, here:
On February 29, 2024, the City of Norwalk finalized a revaluation of all taxable property. By state statute, this was required to be a full physical revaluation. The results were reflective of a strong, post-pandemic residential housing market and a relatively flat to down commercial market. Overall, values were up an average of 35% citywide. After a lengthy and detailed analysis, the Mayor and City Boards made the decision to phase in the revaluation to mitigate the impact of the tax increases to residential property owners. This phase in will take place over the next four fiscal years, beginning in July 2024. Fiscal year end 2025 will be the first year of this four year process.
Please click the link below for more information about the four year revaluation Phase In (provided by the Assessor's office):
INTEREST:
Interest is charged on late payments at the rate of 1.5% per month, 18% per year, from the due date of the tax. Please note that the due date is July 1 or January 1. Interest reverts back to the July 1 or January 1 due date, NOT the last day to pay (August 1 or February 1).
Interest is charged by the month, not per diem. The minimum interest charge is $2 on each installment. You have a month's grace period to pay without interest.
If you have any questions, please reach out to the tax collector's office (billing and payment questions) or the assessor's office (assessment / assessed value questions).

Please make your check payable to "City of Norwalk Tax Collector."
Payments postmarked on or before AUGUST 1, 2024 are considered on time regardless of when we receive them. Payments received August 2, 2024 or later with NO POSTMARK are LATE, and subject to interest.
PAYING ONLINE:
You may pay online using an electronic check ("E check" / ACH payment). The non refundable fee for using an E Check is only $1.25. Many taxpayers find this an economical alternative because of the low transaction fee ($1.25).
You may also use a credit, debit or ATM card online. The non-refundable fee for using a credit, debit, or ATM card online is an additional 2.99%, paid to the service provider, Invoice Cloud. These services are available at any time, 24/7.
PAYING OVER THE PHONE:
You may call 1-203-318-9523 to pay by phone. This is an automated system. If you call this number to pay, your "year" for current bills will be "2023" (grand list of 2023). Have your bill in front of you when you call - you will need your BILL NUMBER, found on your bill, or online.
For example: If this number appears online: 2023-03-0352327:
2023 is the year; 03 is the type of tax (motor vehicle); 0352327 is the bill number.
You may use a debit, credit, or ATM card to pay online, or over the phone.
MOTOR VEHICLE ASSESSMENT ISSUES :
IF YOUR MOTOR VEHICLE ASSESSMENT INCREASED AN AMOUNT THAT YOU MIGHT CONSIDER MANIFESTLY EXCESSIVE: Please reach out to the Assessor's Office at (203) 854 7888, or visit their office and ask them to check your account for accuracy. In the summer of 2023, some taxpayers saw assessments for older cars increase to very high amounts. Some of these assessments were clearly erroneous. The Assessor's Office identified these accounts, made adjustments and corrected the errors. Please speak directly with a staff member for clarification.
You may also click on the FAQ (Frequently Asked Question) above ("I think my motor vehicle assessment is wrong!") and read the response.
Do you still have questions about why your motor vehicle value increased? Click the links below (or in the Quick Links section on your right) for articles about why motor vehicle values have gone up. Many motor vehicle assessments went up after COVID 19, because of supply chain issues. Used vehicles were worth more, and did not depreciate as they normally do.

Officers (CAAO). Further questions should be directed to the Norwalk Assessor's Office.

You do not have to be a customer of the bank to pay there! Walk in, or drive up. Any bank-imposed COVID 19 restrictions apply. You always need to bring your newly mailed tax bill with you to use this service. This service is available as soon as you receive your new tax bill in the mail. Check back here for updates as we hope to offer this service again in December 2024.

Mail Fraud / Check "Washing" / Checks Stolen from Mail: UPDATE:
The City of Norwalk Tax Collector’s office, and Norwalk taxpayers, have experienced situations where taxpayers have mailed checks to pay their property taxes, but the tax collector’s office never receives their checks. The checks are stolen from the mailstream and cashed by fraudsters. Taxpayers ultimately become aware that their checks were not timely received by the City, and reach out to the tax collector’s office expecting to be able to pay without interest.
Taxpayers should be aware that interest is charged on late payments regardless of the reason. Even if a taxpayer is victim to this type of mail fraud, the tax collector does not have the authority to accept their payment without interest. Furthermore, there is no other official at City Hall, or at the State, with this authority.
Click the link here for more information about "check washing," mail fraud, and links to articles about what you can do to avoid becoming a victim of mail fraud: Checks Stolen / Mail Fraud
Many taxpayers are choosing to pay online using an E Check (ACH payment) as a way to avoid the risks involved in writing paper checks. More information on this payment method is available on this website.
